IMO this is either due to the zinc underneath the copper rotting and creating an effect similar to rust bubbles under paint on a car, or there's gas trapped between the copper plating and the zinc. This is assuming, of course, that this is in fact a zinc cent.

Its really a new terror plot, chemical warfare using our own money! OH NO, what will they think of next? Who will save us WHOOOOO....?
