Cook Islands $1 Wtc Coin - Fake?

I got this in a grab bag of stuff, and I have my doubts as to it's authenticity. It's supposed to be silver, 31.1 grams, but this coin weighs in at 26 (scale only does full grams). I don't really care if it's real, but if it isn't, why would anyone go through the effort to make these fake? I mean 1 oz of silver is <$18US, not worth the time IMO. It's not magnetic, but I do see some other color coming through at an edge (see pic 2).

The edges are plain, no lettering or reeding.

Are not some of these look-alikes?
Clad and maybe regarded as a product of deceptive advertising?

This is type 4 from Daniel Carr's listing of Freedom Tower dollars. Look just after the big "2007 & 2008" line.
(Sadly he does not give the weight for the clad type. But Numista gives the weight of the Northern Mariana version as 26.68 grams; presumably this one is similar.)

Not supposed to be silver (bronze with a thin silver plating). I don't think it's particularly rare either.

Thanks january1may, that's an interesting article. I think I'll keep it, just because it's an interesting piece, and if I read correctly, it's plated with WTC recovered silver.
