Not a Cud. If it were a Cud that whole area would be raised above the rim. It looks like to me like an issue with some debris that was struck on area. You can see where it starts and ends on both sides. It might weigh a bit over weight?

I can't tell for sure, could be a rim Cud or possibly a struck in planchet burr.
