I believe these were fantasy coins made by the souvenir industry to sell to tourists. They might contain a silver plating but besides that nothing else is silver. Correct me if I'm wrong.

They might be valued at about $10 to $20. Keep them if you have interest, otherwise find a young person in the family that might want them. They could get some enjoyment by learning about the history regarding the persons shown on the coins. Most likely a novelty item not worth sending to a grading company.

Not "counterfeits". They are not fakes, forgeries or copies of genuine money. I doubt that China ever made official issues like these that could be used in trade or pay taxes.

Oh I see indeed they are not money Perhaps only some kind of commemorative coins Is this the cause these coins don't have any value?

I think the reason they have little value is because they are probably made with base metal. There is about no "intrinsic value" because they are not made with precious metal. Collectors generally seek official issues or "genuine coins" and many of those have a "collector value" plus "intrinsic value" due to market forces we call "supply and demand". Your set may have little value because they contain little or no precious metal and not very many people care about them or want them.
