I am a bit confused on this one. To my understanding a die chip would not be able to have column lines because technically the die has a indented void which causes a raised die chip. If by chance it is not a die chip, but rather a plating blister, wouldn't the blister have formed after the die strike? The coin is also in really bad shape, could it be damage from something imprinting lines, but only on the chip...? and perfectly lined up with the actual column?
