what is causing the coin to look like this. These bubbles are in the same area on the reverse.

Our true experts will be along soon ... I am not one of them .... so accept the following please in the spirit of trying to help ....

The initial years of the Zilcon cent were plagued by several Mint production issues ... one of them being gas bubbles below the copper plating that eventually reached the surface ... just as seen in your 1983 dated example.

Plating bubbles. You should be able to smash them for confirmation.

CoinMasters point is, if you smash the bubbles and they flatten out, it shows that the bubble was caused by gas under the copper plating.

One question, two applicable answers.
The plating bubbles are very common for this year, the mint had not yet mastered the plating process. They still produce them today, but not as often. I believe the main cause today is sometimes the zinc blanks are improperly cleaned.
