Yes, the streaks on the obverse are from the holder, NOT the coin.

I'll add that this coin has never been cleaned. This is what an original Seated dollar looks like. The right field on the obverse is classic thumb rubbing that happened over 100 years ago. Look closely at right fields on the obverse. Which dig confirms this?
