Proof 1956 Washington Qarter - Do You Agree?

I passed on this tonight, I just don't think the grade is correct. IMO, it has about the worst eye appeal of (almost) any proof coin I've ever seen.

PCGS gave this a PR66DCAM. I'm wondering if I'm off base, and the grade is 'solid', or if it's over-graded, or what. Is it possible that the ugliness happened after it was slabbed? PCGS does not have a photo of the coin online.

Photos are the sellers, and they're kind of small.

without the haze the coin likely would have graded a point or more higher. 66 is the grade given to penalize the haziness i'd assume. there is still some appeal..

It looks like fingerprints below in God we trust in the obverse. The smudge haze looks like it was cause By fingerprints oil, finger prints dirt etc.

If it wasn't for the hazy fields I would agree on the designation given by PCGS . And just to note ; this proof is by far NOT the worse proof ever .
