It doesn't look doubled though it just looks different at the top point for some reason. I have about 7 1963 nickels and this one is the only one that looks like this.

Still looks like PMD
Quite evident that all those digits have taken a beating and the three has been distorted.
"Dipping" is not considered cleaning...
