Sorry, but I see corrosion and scratches. Keep searching, things ARE out there! You just have to know what to look for, and this is the place to learn what to, and what not to. I got my start here, and you will certainly find this place to be filled with educational opinions from our experts (Coop, mikediamond, jbuck, etc.).

the steps look scratched. Usually scratches displace metal, making it appear raised on the coin. That's probably what got you there. When something on a coin is incuse, it reflects light exactly opposite of something in relief.
As far as the column goes, it looks interesting and could be one of a few things. Unfortunately though none of them would be worth investigating any further as the condition of the coin dashes the interest. Better luck on the next one.

Looks a bit like die damage on those areas. Altered the steps a bit.
