I am going to guess it is either AU58 or MS63 with 3 and 1/2 full steps.

It's tough to tell with the glare on the high points of the hair, so I'd say borderline AU/MS. Either way, due to the lack of mint sets in 1983, it's a nice Jeff to have!

Thanks for the input. Found it over the weekend in a bankroll so I kept it for my Whitman book and it's a very nice coin in person.
