There were S&H stamps issued that were saved in a book and traded in for merchandise when the books were full. Very commonly used in grocery stores.

That's about all I can think of for those initials.

@dcappitize, first welcome to CCF. Second, a better pic would definitely help us to help you. Here is some info about how to downsize your pic to make it fit here:

Also, better lighting, both sides of the coin/token, and in focus would be awesome.

Ok yep that's better. While it has the same two letters as those S&H stamps, the format of the letters seems quite different to me. I'll dig around some, but hopefully someone else here can weigh in too.

to me it almost looks like a money sign and it has the weight of a penny, it also looks to fancy for a game token.

It is one of two things. 1) it may be a "good for" token from a merchant "SH" or 2) it is a "gaming token" made by or use in machine made by "SH Company". I lean to #2, OP said penny size, possibly old "penny arcade" token of 30's/40's?

One way would be to check the indexes for U.S. and Latin American tokens as well as others.
It sort of looks like a letter monogram composed of the letters J S and C.
Could be something like SJC, or JCS, or JSC.
Just thinking out loud, but something to try.
