To explain further, there were no $10 silver certificates printed for Series 1923 only $1's and $5's.
This note started life as a Series 1923 $1 silver certificate before someone altered the note into a $10. I'd speculate that it was done sometime in the late 1920s or early 1930s when times were hard and money was scarce.
