It purports to be an 8 Reales of Charles IV, a Chilean issue: 1791 So-DA, i.e. Santiago mint and moneyer DA, which is a legitimate moneyer and mintmark combination for this date.
It appears to be counterstamped twice on the portrait side. A nearly identical coin turned up for me on an ebay auction from an Albanian seller, although with less corrosion/pitting, but the identical marks and the same date.
Either 1) it's a very poor cast counterfeit, contemporary or otherwise, or 2) it's sustained major "shipwreck effect" damage from prolonged saltwater immersion.
I think #1 is more likely by quite a bit.
When genuine, it should weigh in at just over 27 grams and have a diameter of approximately 38mm.
