2004 Blue Seal $20 bill? I thought blue seals ended in the mid 1900s!

Welcome to CCF

Chance are your note has been chemically altered changing the color of the seal from green to blue. We see this often with red seal notes being changed from red to orange, or yellow.

A photo would help.
