I want to start out by saying I have zero knowledge of paper currency. So please be gentle! LOL! But it appears some of the ink and/design was transferred onto the reverse. The effects on the obverse are also present all the way around the note. I will say it was pretty difficult to get pics. Any advice is greatly appreciated!

It appears to be minor ink transfer that happens when the sheets are printed and the ink transfers from one sheet to another when the sheets are stacked.

The relief you're talking about is actually referred to as 'embossing' and it's common on all uncirculated and lightly circulated bills.
