Byzantine pentanummium. The symbol is a weird form of the Roman numeral V.

No idea who the emperor is, sorry (most of the legend is off flan and/or illegible).
Could be Tiberius Constantine (SB 438a), Phocas (SB 647), or perhaps even someone else entirely.
