First charge yes - but I assumed the whole world could find an American dime - Russia obviously is not a place we commonly have members from given its poor relationship with the USA, English is not widely spoken there so a Russian member speaking English should be praised and encoruaged rather than penalised because Joe America objects and it has a dictator in power.
(With Donald Trump, the whole world now has a poor relationship with the USA and Biden looks to be more of the same).
Second charge - The Dime rule was clearly stated and people including YOU were NOT following the rules - yet I very compassionately decided to let it slide. So you are complaining about a rule which was not changed but stetched slightly to help YOU out.
Third change - They live in Russia for Pete's sake, In the Free world like Europe, Australasia and the Americas, the American dime is easy to find, but in Russia and parts of Asia it is less so I decided to be accommodating.
I did this as I want to encourage more participation than the usual find a big gold coin contest we have here. Not everyone is an American zillionaire with 50,000 $20 gold coins - my challenges are more socialist and compassionate aimed at the general collector - Not Uncle Sam Moneybags.
Of course if you object, you can always withdraw.

Great coins people. The Coin zoo will be closing its gates and selling its animals to Joe Exotic (Too tasteless?)
