My son found this 2012 coin in change. He wondered what someone might have used to make it look this way. The other side has the same colouring.

Hard to tell from the picture what has happened here. The outer ring almost has the appearance of silver. Is the outer ring magnetic?

Stained and eaten away, possibly a dunk in some sulfuric acid type drain cleaner?

Appears to be plain old environmental damage. This was caused by what ever this coin was exposed to. That could be almost anything, including just laying on the ground for a while.

It's very hard to know what the source of the damage is.

Yes - the coin can be picked up with a magnet.
This coin is going back into circulation.
