Classic example of Mastervdie doubling. The working die that produced this coin was made in Philly and shipped to SF where Mintmark was applied. That die was among many from a doubled Master hubbing that created the working dies for all mints with that same doubling. Since it is on so many different working dies at the different mints it is considered common doubling, not like the creation of a working die doubling.
