What caused the finish on this dime? and also- there appears to be slight doubling under the chin of Roosevelt.

Severe die wear - shadow doubling in some areas is likely due to the wear on the die.

Hi,
I also agree. The die used would have just about been ready to be retired. Severe die wear produces this "look" on a struck coin.
