"REPURLIQUE PRANCAISE"?

I would say it's from China and part of a piece of fashion jewelry or a handbag.

Maybe found on the ground at some point? It also appears completely cast, including the top loop.

Edit: it might actually read "REPURLIOUE" with an O instead of a Q.

@quinnjera, I agree with spruett that you have a cast charm. Can you also post a pic of the other side? Unless it is made from silver (which looks unlikely), it has essentially zero numismatic or intrinsic value, but if it was your great-grandfather's then keeping it for sentimental value is a great idea.

It is neither a coin nor a token. It is a cast fantasy object used as an embellishment on a clothing item, most likely.

It has virtually no value.
