Maybe found on the ground at some point? It also appears completely cast, including the top loop. Edit: it might actually read "REPURLIOUE" with an O instead of a Q. Unless it is made from silver (which looks unlikely), it has essentially zero numismatic or intrinsic value, but if it was your great-grandfather's then keeping it for sentimental value is a great idea.
