1859-BB France 20 Francs Coin

Recently picked this up. Pics are VERY poor quality.

Coin is very bright and reflective. Difficult to take pics even in low light.

Any help on grade and value would be awesome?

Any conjecture is always welcomed.

The surface has been polished/ damaged. In terms of wear it might be around VF, but in this condition it would be just bullion value.

I think I got suckered on this coin.

I know very little about coin cleaning or altering so please forgive my ignorance.

What would be the rational for someone to polish this coin?

I was thinking it might make EF-40, but Details because of the polishing. Too bad.

Maybe one of the previous owners thought that the shinier the coin looked, the better. I would guess that whoever polished it did not know that by altering this coin's appearance—no matter how un-shiny it was before—they also ruined (most of) its numismatic value.
