1859-Bb France 20 Francs Coin : Grade And Value Help Please

Coin is very bright and reflective. Difficult to take pics even in low light. Any help on grade and value would be awesome? Any conjecture is always welcomed. I would guess that whoever polished it did not know that by altering this coin's appearance—no matter how un-shiny it was before—they also ruined (most of) its numismatic value.
