can anyone tell me what this is

1930-S-RPM?-Or-Hit
the top of the s is very thick, but I don't think it is a rpm, however I could be wrong so I posted it,

I can't really see for sure. The mint mark looks taller, but it could be die wear. If it is the same direction of wear should be seen on the date. Try taking an image a ways back to show all the date. That might help.

I think you may be right, looking at the top of the 9, it looks a little thicker as well.

That appears to be a mix of Machine Doubling and die wear.
