I was looking through some 43 steel pennies when I noticed the raised letters A and G stamped on the reverse. why would someone do this? how would someone do this? and has anybody out there ever seen anything like this before?

Most counter stamps remain a mystery without some provenance to use as a lead. This one might be tough to attribute.

In your opinion, do you think this was done at the mint?

IMO definitely not done at mint. Neat coin though.

More than likely glued on with a metal glue, like how you plug engine blocks. Probably wouldn't come off if soaked in acetone but would melt or dislodge under heat/flame. Anyone here need a new avatar?

Can you tell if the AG is of a different material than the steel cent? Are their signs of those letters being glued on?
Your last picture looks like there is a little gap between the G and the surface of the steel cent.

no, and no. I don't see any signs of glue. it does look like there is a gap but I'm quite hesitant to try to pry it up and or off.

I agree with Crazyb0 probably glued on. Not a counter stamp.
These letters are raised above all devices and fields .

Looks like glue to me. Definitely PMD and no error by any means.

Well, anyone who's initials are AG! Maybe that's a new grading system - the basement slabbers just glue the condition right onto the coin!
