It looks like etheir a Die Crack or Lamination error.

it appears to me that the curves and valleys follow that of his mouth almost, but not quite, like a second mouth.

Kinda does look like a second mouth. I think a minor Lamination error caused this.

I'd be very interested in seeing a full obverse photo of that coin. Looks unusual.

I'm using a USB microscope camera that will not allow me to take pictures of coins as a whole and dslr cameras are extremely expensive.

That is a wild looking cent! He looks like the Joker. I guess it could be a lamination issue, but can't say for sure. I might say it was intentional or a very well-placed hit? There are others on the site who will give you a definitive answer. Thanks for the extra pics.
Edit: by the way; you can use your USB to take full coin pictures. Put it on an elevated surface and refocus. But, these pics showed the important parts.

I tried every option and elevation possible. I can get the entire coin in the picture but it will not focus :-( it is also an old one and I'm researching the best one out there that will take full pics of coins without killing my bank account and also work with windows 10.

I have the Celestron scope that Best Buy sells for $45. It will focus at the proper height for full pics. It doesn't have an adjustable light source, though. That would be desirable at the distance needed for full pictures.

From your second pic, it looks more like the start of a lamination.

thank you! I'm beginning to think lamination as well. Bummer, thought maybe a new variety like maybe the Joker as Bump111 had said. :-)and Bump111, thank you for the microscope info! I'll look into it.

Although this is a delamination, it is absolutely cool. It's so strange looking that I'm sure you could get a few bucks for it.
