I suspect there is nothing special about this coin as it is a 1991 Zinc Penny that has no S or D stamp. I just read another post in the forum mentioning a common student project that stripped the copper off of the coin. Is this accurate?

Welcome to the forum!

Think you misunderstand, coins made after mid 1982 were copper plated zinc core weighing @ 2.5g (Copper pre82 is 3.11g)

Most likely, as you mentioned, the copper plating has been removed post-mint. Can you post more pictures of the coin, both sides?

There is a small possibility that it was struck on an unplated planchet (true error) but, I can't tell much from the photo.

There is also the mint Weight Tolerance of .13 grams +/-

More likely it has been plated rather than having the copper plating removed. removal of the copper plating results in a dull rough/lightly corroded surface, not a shiny reflective one. If the cent planchet missed the copper plating step the struck zinc coin will show cartwheel luster. Once an non-plated cent receives some circulation it will lose the lustre (wear and the reactiveness of zinc) and it really isn't possible to tell a non-plated cent from one that has had the copper stripped off. So unless the cartwheel luster is present it really isn't worth anything.
