Can someone explain what causes the lines and if it is an error?

Your coin looks like a rolling lines issue on the stock material. (Metal that your coin was cut from) Note how the lines continues over the tops of the bust and also over the rims? That tells me it is a planchet issue.

We often see lines like this from die polishing called die scratches. They leave lines that are visible across the fields. But not often on the devices. Also the die scratches can fade with age and just be visible on the areas close to the devices or inside of the devices.

But your coin is showing them over the devices/bust area. So they are not just die scratches. (On the small devices like lettering, they wear off quicker from circulation)

You mentioned metal striations in your title which is a different issue entirely. It is not that either.

These little metal lines are cause by die movement over an edge of the metal leaving these lines.

Often seen on MD examples on the edge of devices.

But on your coin you are seeing rolling lines on your coin. Hope this helps?
