All around the edges are struck very lightly on both sides date is very hard to read

How about thickness and weight? First thing to check when trying to figure out what the problem was. A thin, underweight planchet will show weakness on all outer details and a fair impression in the center. This is because the dies are slightly convex, rounded up in the middle to extend life. A weak pressure strike will also cause this effect. Best delineation is to note under scope how much die flow has happened, more evidence of wider, stretched letters points to grease/polishing over strike. If planchet is underweight, would be a "soft strike" or "Split planchet" Mint error.

Crazy that was the first thing I checked because I have the 1983 penny that underweight so I checked it first lol but it weighs right letters are very wide
