Not sure about on nickles. Not that uncommon on certain years of LC's.

The post is a small raised area from the die. if the center of a device is smaller, then the post is smaller and breaks off quicker. Some break off at the top and continues to break off as the die ages. Each time the post breaks, the deepest part of the cent of the device moves upwards. Sometimes the post will break off at the bottom and the filled area will be above the mint mark. It breat off the post and a part of the die that connected the post in place. You coin looks like this is what happened. The cent of the mint mark is higher than the edges of the mint mark. Then Machine Doubling left a mark. Whether die movement or ejection doubling from the coin hitting something on the way out of the chamber. But no premium for this as all the rest of the nickels struck after your coin will also have the same thing going on with them as well. Probably hundreds of thousands of them are out there.
