Silver Japanese Coin 23.5mm/5g - Need Help To ID Please

I suspect probably 1900-1930 range, maybe a bit earlier, but no idea on exact year or denomination, or which emperor. It is silver, 23.5mm and weighs just under 5g. (A bit smaller than a US quarter.) It should be: 4.95g 23.8mm .720 Ag And the obverse pic (2nd) is upside down.
