Those are Not scratches at 3 o'clock, There are however 2 tiny curved marks on the Queens chin and at the base of her neck.
These small marks may have been why the coin only graded MS64 But I have seen MS65 coins that are not as nice as this particular coin.

And I don't mean to harp on the negativity with respect US TPGS but I think this coin is fairly graded. I think both PCGS and NGC have become far more consistent in the world of "MS" grading of Canadian coins. I would venture to say more so than ICCS in recent history.

^^ I second that opinion. ICCS can be all over the place with these dollars. It's infuriating.

I think MS-64 is a fair grade for this one. Its beautiful!

I'm new to this and I am finding it difficult to grade anything. I wasn't impressed with this coin. The toning was beautiful but I found the leaves on the queens head were not very pronounced and I found it hard to distinguish them on some parts of he head. I thought it was AU or MS-60.

No way an AU coin.
I agree with the grade it received.

It's important to remember that an MS60 coin is not close in looks to an AU58 coin. The AU grade us given if there is any WEAR the MS grade when there is no WEAR.The numbers within MS are representative of bag marks, distractions, contact marks.... Never wear. Usually an AU58 coin will be almost a 63 or better - were it to be an MS coin.
