Great eyes for seeing that difference. Now, look at the width of the two necks. Your question coin is thinner because of die polishing. I would venture that your coin had one horrendous die clash, causing a reverse image of the memorial to have to be removed from the obverse(hammer) die, quite, ah...vigorously!

A big help is also to post pix of the whole coin,both sides, just helps in overall IDing errors and other details.

Looks raised. Are you sure it is not something on the coin? Looks like a thread from here. Especially on the curve on the west side of the anomoly.
