Im Wondering If This Is An Error With The Collar On His Suit Of A 84 Penny?

Your question coin is thinner because of die polishing. I would venture that your coin had one horrendous die clash, causing a reverse image of the memorial to have to be removed from the obverse(hammer) die, quite, ah...vigorously!
