Poor storage, some form of exposure to some vile elements, moisture, salt, water. May have been in an older folder/album media in some hot and nasty attic in the southeast. The reaction to the cardboard, glued backing and old plastic, trapped all that, caused that corrosion, not a normal tarnishing effect.

If that crappy tone is on the surface and hasn't eaten into it then if you want to remove the tone this old trick works pretty good. Get a glass container, but a piece of aluminum foil in the bottom, place your dimes on the foil and sprinkle a Tablespoon of baking soda over the dimes, add a pinch of salt ontop of the baking soda then pour boiling water over the coins to cover them. Toning will get gone without any need to rub them with a cloth.

I wouldn't change them. There are hundreds of thousands of these dates still around that are "shiny".

There are collectors of toned coins that would love these as Mercury dimes are not common with this type of toning.

Leave them as is.

Not much to loose by trying to clean them up a bit. I'd just try dipping them in Acetone. They all appear to be toned from heat so Acetone will have little to no effect anyway.

Agreed; this does not really look like "normal" silver sulfide toning, which makes electrolysis questionable as a solution.

Leave them alone for sure.
