It does somewhat look like an RPM, but the shadow makes it difficult to decipher what it really is.

I believe the MM punch was damaged in 1979,that's what you see on the lower left of the MM. The center of the MM could be a broken punch or die wear. I do not think it is an RPM.

Many dies were affected with the damaged mint mark punch. Probably the only year that made the split serif look so convincing. (others years also have mint mark punch issues, but this year it was probably mistaken for a while, until they realized the number of dies of all denominations dies that were affected that year. Then it all clicked)

But if hadn't been for the mint mark punch damage, your eye is catch it. So don't give up.
