Without magnification, I can imagine it looks like 1909, especially with the dirt around the date.

You can see the stem of the 6, but it's mostly covered in dirt. You can of course always take it to ebay and sell it as a rare 1909 Roosevelt dine

 Of course it is possible that the US Mint knew that Roosevelt would some day be president and have his face on a coin. SO maybe they tried it out in 1909. Or it's just a 1969.
