I think it is more the case of damaged Die, but I don't believe it is an RPM.

Looks like MD to me. I've gone through a lot of 1964's and it seems MD is very common on them.

Generally speaking, no, but they are good to keep as an example for reference.

Also, it is still silver, so always going to be worth at least melt value.

After looking at it before storing it I am 50 50 on whether or not it is a type C. The feathers etc are quite sharp in real life. I think it is.

The pics aren't clear enough for me to tell what type reverse you have.

I did find that there are eight RPM listed for that year. http://www.doubleddie.com/1237766.html To know if you have one of them, you'll have to check for die markers. I can't tell from your pics.

Nice coin. I love the old quarters.
