Not sure if any minting could do this dull matte like finish. Probably painted or something by someone to get my attention. Ha.

On your 83 cent the picture is blurry but looks like split plating and either plating bubbles or die chips on the D

The quarter can just be some environmental toning

The mint mark issue could be from split plating? Note the area NW of the upper part of the mint mark.
