What you have is a Machine Doubling,it is flat and shelf like, but it is a nice one I would keep it.

Dhc, If you are referring to the extra metal that is actually on HM's face, then it is not doubling, but caused by a die chip/break.

Reasonably common on Australian 1998 5c Coins.
