Please explain to me what is with the mintmark.

Is it a repunched mintmark, doubled die, or what.

Also the reverse has a normal finish, but the obverse looks to be dull. What causes this?

Any and all information would be grateful.

You may notice that the lower part of the D on the left side is the correct size if you look at it in its entirety.

The appearance of a notch is really an illusion. There is a mark there that was probably caused by the die being slightly loose. That marked the lower left part of the D as well as created the doubled look inside the mintmark.

Another reason it couldn't be a RPM is that the punching of mint marks were discontinued after 1989. So any 1990 or new coins would have to be a doubled die to have a separation on the mint mark or Machine Doubling which I feel is true with your coin. It it were a doubled die other devices would be affected. Also nickels are more subject to die wear as the metal used is harder than some other coins. But I'm sticking with Machine Doubling on your coin.
