I'm not sure what your actual question is but, if it's magnetic, it's not silver and looks to be inspired by Japanese coinage because of the chrysanthemum.

A token or medal? Or, maybe, fashion garb. I doubt it has any value but, I have limited knowledge in this area.

@SJE, first welcome to CCF. Second, that is an interesting piece you have there. It does appear to be a weight of some type--maybe a clock weight?

I would agree with the probability of this having a Japanese origin, and as some type of weight.

Spence has it.It's a pendulum weight for an Ingraham mantle clock.
The "chrysanthemum" looks more like a clock and the big I is for Ingraham.

Dennman nailed it: an Ingraham mantle clock pendulum bob. You can buy them on Amazon.
