Clearly this was made after Napoleon's retreat west after his crushing defeat in Russia, but what else does anybody know?

It is also very small, maybe a little smaller than a nickel..

This medal is honoring Giuseppe Garibaldi, the man who united Italy in the 1860's.
He was born in Nice the 4th of July 1807. At that time, Nice belonged to the kingdom of Sardinia. When Italy was united by Garibaldi under the king of Sardinia, Victor Emanuel II of Savoye, he received the help of the French emperor, Napoleon III. In return for his support, Napoleon III asked and received the county of Nizza (Nice) and the duchy of Savoye, which were united with France.

As your medal is in French, I presume it has been issued in Nice to honor its great son, Garibaldi.
