1974-S Lincoln Cent Mint Mark Question

The 'S' mint mark is to the left of where it should be.
Is this considered an error?

They are hand punched. So below the date and east of the bust is still a correct location for a mint mark punch to hit. It is just in a unusual location. But still acceptable. Sometimes higher and sometimes lower:
