All 1919 pennies have the London obverse.

What looks a bit like an I is more likely a dot and a rust pit in the die being nearly conjoined and looking a bit like an I. Or it might be a case of a mint technician using 2 blows with a punch to whack a dot into a die and the 2nd blow was off a tad. The hubs and dies used on the 1919 penny were either locally produced or imported from London and were not used in India.
