Thanks for the pic. It looks like raised metal and shows the same wear as the other normally raised devices. Other than that, I can't tell anything, sorry.

I remember Mike Diamond discussing something similar. Said the piece may be a un-clogged grease-filled device that became imbedded during the strike. Never under stood the how of it tho, other than the devices get filled up with grease, metal shaving, diamond polishing materials, all becoming very hard. If the device dislodges it, it may fall onto a die (hammer die in this case) and be impressed into the softer coin. Could be. Not a PMD movement of lower bar, too wide, note the E of Cent.

Good luck with finding an answer on this. I've been trying to determine the cause of the same type of anomaly on a 1971-S Proof Jefferson nickel I discovered a few years ago. It shows a well defined raised anomaly that looks as if it were part of the reverse design element that somehow ended up between the uprights in the second "U" in UNUM. See pic below....

Amazingly, no one can tell me with any certainty what exactly caused it.

On a much sadder note... this extraordinary naked eye visible proof coin anomaly has been reduced to being used as a die marker for the DDO / DDR variety which it also exhibits.

I need a closer/clear view of the area in question. It maybe a lamination/struck through debris that has moved from the 'N' on ONE? If that area is lower under the 'N', that maybe what we are seeing. Debris can get struck onto a devices and then later move:
