Also an interesting double or re strike. The coin is partly broken, but one can clearly see the two soldiers are do not stand on the same level. the right is standing lower than the left.
Obv: Emperor facing right
Legend: [..] INV [..]
Rev: Two standing soldiers with two standards in between
Legend: GL [OR] IA EXE [CITVS]

I'm going to lean towards a Barbarious issue.

This is based on the "mint" and it just seems crude.

This coin is not barbarous.

The hammer die was rotated 90degrees clockwise between strikes. The upper lettering just below the most complete figure, is the inverted letters "LOR" of 'GLORIA." These were mostly preserved due to the lack of content just above the exergual line in the second strike. (The lower set of letters there are from the exergue in the 2nd strike, but are not clear enough for me to read. The letter nearest the edge appears to be an "M.") Only the GLORIA side of the hammer die made the initial contact in strike #1, so it must have been struck while out of parallel with the anvil die, hence the need for strike #2. However, this strike weakened the flan. Nothing interferes with most of the rotated image, but the second strike was shifted to the right (left on the obverse), and on the strike it split the weakened flan. Meanwhile the original obverse from strike #1 was completely replaced by strike #2 after the flan had shifted in the anvil die, leaving the clear letters [CONSTANT]INV[S]

Anyway, that's how it looks to me.
