1968 Proof-Like Dime

Bought a 1968 dime that was in plastic, as if from a proof-like set (although it did not look prooflike). Turned out it was silver (non-magnetic). Are any/all of the coins in the proof-like sets 50% silver?

As far as I know, any of the 50% silver dimes were Business Strikes.
The Dimes in the PL sets were nickel.

The proof-like plastic has a unique embossed pattern on it, with RCM or Royal Canadian Mint all around the edges. Does your plastic have this?

It was just the dime cut away. But the packaging does not look like the proof-like sets I have from the 60s. Why would a business strike dime be in a sealed plastic bubble? I cut it out to check the magnetic response.
