Noticed this on a '62 10 cent Is this a mis strike at the mint or some other mint related mistake or just PMD. Sorry for the poor pics and thanks in advance.

Possible small rim clip but hard to tell from pictures. Too blurry.

How does one take super blurry pics like this anyway..?

One normal size and the other too small..
..we see that often..and I don't get it..

.and they are still posted..?

Easy on the trigger hoss.
Perhaps some helpful pointers might be in order rather than snipes and gripes.

On he page where you started your topic and uploaded your pics
There are a few links, clearly highlighted, directing you to info on how to properly post and optimize images.
You should read the instructions sometimes before you pull the trigger and submit.
If you follow the instructions there and still can't upload proper sized images go to the support section of the forum for help.
"Dipping" is not considered cleaning...

Looks like a rim clip to me... very minor premium on value, to an error collector.
