I know you have doubled dies, repunched/omitted mint marks,
transitional errors, misaligned dies, greasers, strike through,
blank planchet and etc. ...AND...
I would like to think the mint has a check and measure
to make sure these could never happen. However with all
the errors listed above I can only assume this is not impossible.

So

If you take the image below and look at the cent with
the #1. If you take it flip it over left/right.
The memorial would always be upside down. This the way
I've seen all cent coins.

Question is with image #2 if you flip it over and see
the memorial right side up.

What would you call this error? misaligned die maybe?

Has this ever happened on a one cent coin? If so what year
or mint mark should I look for?

Die rotation. I've read somwhere that the screws that hold the die in the press loosen and the die can rotate out of placement. Why they dont have a flat on the die to prevent this I don't know

The dies are keyed at specific degrees on a compass point, at times the keys/keyways break and vibration shifts the dies around. to have a 180 out is usually a boo-boo or a smart*** mint tech getting a good laugh at error collectors...

Rotated Die can occur on coins of various denomination and Mint Marks, hard to find in the wild but possible, any rotated die over 90 degree carry's a higher premium. Good luck on the search.
And to the Community.below are Three examples:

These 2 nickels are the only ones I've found, although they are slight.
