Not used to grading these in lower grades but I would say f-12 and you're right about ICG. Hairs stand up on the back of my neck when I encounter a coin in one of their holders. I look at tpgs like an insurance policy. It's always nice to know it's their in case I screw up and miss something.

Hmmm tough one because these were notorious for their weak strike. Look at the forehead and hairline though and the chest drapery. The detail is there. I'll go with VF-25 but can see it going to 30.

I've seen similar coins in NGC and PCGS holders at VF 20. buy the coin not the holder, don't discount ICG....yes they've made bonehead moves, just like the other big guys.
